On 29 July 2026, the Bihar Rajya Kinnar Kalyan Board, the state's official transgender welfare board, held its first meeting at the Social Welfare Department in Patna's Old Secretariat. Among the items on the agenda was a proposal, placed before the Board by its member Rajan Singh, to build a Mandir in honour of Prime Minister Narendra Modi. The Board approved it unanimously.
Why the Board exists
The Bihar government constituted the Kinnar Kalyan Board in August 2025, under the Social Welfare Department. It is a 28 member body, with seven members drawn from the transgender community itself, and is chaired by the state's Social Welfare Minister, Madan Sahni. Its mandate, as stated by the department, is to protect the rights of transgender persons, to pursue their social and economic development, and to help them access education, vocational training and dignified employment.
Why a Mandir, and why Bhagwan Shri Narendra Modi
The proposal frames the Mandir as an act of gratitude rather than politics. The transgender community in India gained legal recognition as a third gender through the Supreme Court's NALSA judgement of April 2014, and that recognition was given statutory force by the Transgender Persons (Protection of Rights) Act, which came into effect in January 2020, during Narendra Modi ji's tenure as Prime Minister. Boards such as Bihar's Kinnar Kalyan Board exist because of that law. For the community members who proposed the Mandir, honouring the Prime Minister this way is a way of marking how far that journey has come, from a Supreme Court judgement to a seat on a state welfare board, and now to a Board resolution proposing a Mandir in his name.
What happens next
A Board resolution is the beginning of a proposal, not the end of one. NaMo Temple, the platform behind this website, exists to carry that proposal forward: to show what the Bhagwan Shri Narendra Modi Mandir in Patna could look like, to let devotees take part in an online darshan and aarti in the meantime, and to keep a public record of the proposal's progress as it moves through the stages a project like this requires.
